Harmonising a phrase
A method for question 2: cadence first, a chord change on the strong beats, good moves between chords, and the bass against the melody.
Cadence first
Plan the end of the phrase before anything else. If the melody ends on the tonic, finish with V (or V7) to I, both in root position: a perfect cadence. If it stops on a note of V, end on V: an imperfect cadence, with IIb, IV or I before it.
Then work backwards: the chord before the cadence is usually IIb, IV or Ic (and Ic only straight before V).
